In September 2008, former Russian president Vladimir Putin said the war began during the second half of 7 August and Russian military reached Tskhinvali in two days. Putin accused the United States of encouraging Georgian military attack. He added, "When an aggressor comes into your territory, you need to punch him in the face." Putin claimed there would be a "second blow" into the North Caucasus if Russia had not acted in Georgia.

== Creation of USAID and Decade of Development == At the end of the 1950s, the momentum in favor of development assistance – as represented by PL-480, new mechanisms for financial assistance, larger U.S. budgets and staffing, and multilateral initiatives – picked up support from Senator John F. Kennedy, who was preparing to be a candidate for the presidency. In 1957, JFK proposed, in bipartisan collaboration with Sen. John Sherman Cooper (a former U.S. Ambassador to India), a major expansion of U.S. economic support for India. As a candidate in 1960, he supported the emphasis on humanitarian goals for PL-480 set by Sen. Hubert Humphrey's "Food for Peace" Act of 1959 and supported the idea of a Peace Corps that was under development thanks to the initiatives of Sen. Humphrey, Rep. Reuss, and Sen. Neuberger. === Antibody replacement === Aptamers can replace antibodies in many biotechnology applications. In laboratory research and clinical diagnostics, they can be used in aptamer-based versions of immunoassays including enzyme-linked immunosorbent assay (ELISA), western blot, immunohistochemistry (IHC), and flow cytometry. As therapeutics, they can function as agonists or antagonists of their ligand. While antibodies are a familiar technology with a well-developed market, aptamers are a relatively new technology to most researchers, and aptamers have been generated against only a fraction of important research targets. Unlike antibodies, unmodified aptamers are more susceptible to nuclease digestion in serum and renal clearance in vivo. Aptamers are much smaller in size and mass than antibodies, which could be a relevant factor in choosing which is best suited for a given application. Suppliers normally quote a percentage of total chromatographic peak area, most often from reversed-phase HPLC. That figure says nothing about what the remaining percentage contains, and it depends on the detection wavelength used. A mass spectrometry result is a separate and stronger check on identity.
The methionine residue at the start of the chain is vulnerable to oxidation, producing a sulfoxide variant. Amide bonds can also hydrolyze, though more slowly under neutral conditions. Cold storage, oxygen exclusion and minimization of freeze-thaw cycles slow both processes but do not stop them.
A purity number on a certificate does not establish that a powder is the same product as a registered nasal medicine. Counter-ion content, residual solvents and peptide-related impurities may differ between the two. Independent verification is the only way to narrow that gap.
